The imposing architectural complex overlooking the beautiful Piazza Garibaldi was built following a decree of 1787 signed by King Ferdinand IV of Bourbon which arranged for the construction of a large orphanage in order to house the children of the poorest families in the city. A large open space was chosen for the construction, used by Archbishop Capocelatro to host public events and performances, but the events of 1799 and subsequent changes in government forced the work that dragged on for decades to be interrupted several times.
From the date of its completion (1896) the structure has hosted various bodies, institutions and the Court taking the traditional name of "Palazzo degli Uffici".
Among the educational institutions housed within the large spaces, the Archita Classical Lyceum should certainly be mentioned, established in 1872 as a municipal educational institution and subsequently made Royal Lyceum-Gymnasium. The high school, one of the oldest in Puglia, counts Aldo Moro among its most illustrious students, who studied there between 1926 and 1934, obtaining the Maturity in Taranto.
The presence of the large building influenced the urban development of the Taranto Umbertina not limiting itself to the organization of the roads, which obviously had to adapt to its size, but also and above all from an aesthetic point of view. Its sober and proportionate architectural style of exquisitely neoclassical taste became the inspiring model for many other buildings that were being built in the meantime.
The main façade, aligned with the Ponte Girevole, is characterized by perfect symmetries and the search for balance made even more spectacular by the large Doric entablature, by the strings of windows and by the tympanum with its mechanical clock.
